Refirió que, conforme al artículo 27 de la Ley Orgánica de la Administración Pública Federal, la Secretaría de Gobernación tiene entre sus múltiples atribuciones y obligaciones vigilar el cumplimiento, coordinar trabajos, dar seguimiento y dictar medidas administrativas en materia de derechos humanos.
Señaló que la dependencia también debe ejercer el mando sobre la fuerza pública para proteger a la población de amenazas y riesgos con plena sujeción a los derechos humanos y las libertades fundamentales, así como auxiliar al Poder Judicial de la Federación y a la Procuraduría General de la República (PGR) en la investigación y persecución de los delitos, y participar en la atención integral a víctimas.
“Sin embargo, de acuerdo con los testimonios de las víctimas ante la comisión especial el pasado 8 de noviembre, fueron los mismos policías y probablemente grupos paramilitares coordinados con los mandos de los primeros, quienes agredieron a la población inerme hace cinco meses”, apuntó.
Ortega Álvarez dijo que, en cualquier caso, “si no es así, lo cierto es que la PGR no ha tenido un sólo avance significativo para aclarar los hechos e identificar a los criminales que mataron a ocho personas e hirieron a más de un centenar”.
Subrayó que la Secretaría de Gobernación y otros organismos, como la Comisión Ejecutiva de Atención a Víctimas (CEAV), deben cumplir sus obligaciones.
El diputado recordó que él mismo y otros legisladores perredistas, en agosto pasado presentaron un punto de acuerdo ante la Comisión Permanente del Congreso de la Unión, para que la Secretaría de Gobernación informe del uso de recursos que ha tenido de 2013 a la fecha -240 mil millones de pesos- para el cumplimiento de sus obligaciones.
